At first, take a cotton pad and then, soak it with micellar water. Apply Garnier micellar water with this cotton pad on the face wherever you want clean makeup, impurities, and dirt. There is no time-bound to apply it. you can apply whenever you want morning, afternoon, and evening. You can apply a maximum of twice a day.

Is it a toner?

No, Garnier skin Active Micellar Water is not a toner. It is specially formulated for removing makeup, dirt, and oil from the skin pores. Whereas, A toner is specially formulated for skin tightening, closing the open pores and  the PH balance maintaining on the skin

Can it kill germs?

No, there is no proof that it can kill germs. But it can clear the germs. Do not be misguided that it is a germs killer.
